Maurice Chaney selected as the 2024 Paul B. Clark recipient
Maurice Chaney, an award-winning strategic communications professional with over 24 years of combined experience in the public and private sectors, was awarded the 2024 Paul B. Clark Achievement Award by CAPIO on May 15 in Indian Wells during the CAPIO Annual Conference and Awards Dinner.
In his current role, Maurice is the Public Information Officer for the City of Roseville. He manages public relations and outreach and oversees a hands-on learning center for Environmental Utilities, a suite of community-owned utilities for a community of nearly 160,000.
2023 Paul B. Clark Achievement Award Winner
Christine Brainerd, MPA, APR
Monterey, Calif., – Christine Brainerd, MPA, APR, was awarded the California Association of Public Information Officials (CAPIO) 2023 Paul B. Clark Achievement Award on May 3. Brainerd was honored for her commitment to leadership and mentorship within the communications field.
“The only surprise to hearing that Christine was receiving this award was that she hadn’t received it already,” said CAPIO 2023-2024 President Lael Wageneck. “Her contributions to CAPIO and public communications are immeasurable. While the Paul B. Clark Award is essentially a lifetime achievement award, we look forward to many more years of Christine’s leadership and commitment to the profession.”
2022 Paul B. Clark Recipient
Jennifer M. Cabral, MPA
Jennifer M. Cabral has been the voice of the Orange County Sanitation District (OC San) for over 20 years. She oversees the Public Affairs Office and Board Services, a joint staff of 15 people, managing marketing communications, community relations, public affairs, legislative and government affairs, branding, stakeholder relationships, event planning, media relations, and board relations for the third largest wastewater treatment facility west of the Mississippi River.
Jennifer has become the sounding board for OC San’s executive management team and has gained a seat at the decision-makers’ table. Her value to the agency is demonstrated by the trust, confidence, and respect she has earned from her staff, peers, management, and Board of Directors.
2021 Paul B. Clark Recipient
Bill Nash, in memorium
Bill Nash served as the first Public Information Officer for the county of Ventura’s County Executive Office, where he supported the board of supervisors, the County Executive Officer and 25 County agencies in their public information efforts. He was also responsible for managing the Joint Information Center for the County’s Office of Emergency Services during major emergencies like the Thomas Fire, Woolsey Fire, Borderline Shooting and Camarillo Springs Mudslide.

Santa Rosa, Calif., – Francie Palmer, MSLM, a seasoned government communications professional who served as the City of Rancho Cucamonga’s communications manager, was recognized by the California Association of Public Information Officials (CAPIO) as the state’s 2018 Paul B. Jan Gentry served many years in high-level PIO positions for two California Water districts, developing outreach programs where little or non existed. In June 2003, Jan began working in her current position as the PIO for the Sacramento Suburban Water District. With Jan’s exceptional communication skills and an aggressive outreach campaign, Sacramento Suburban Water District has garnered the reputation of one of the most well-regarded water districts in the state. Jan has been a member of CAPIO for many years now. To many of us, she is not only a colleague and mentor but also a friend.

Heather Morris, the director of communication for the Port of Long Beach, received the top award given by the California Association of Public Information Officials (CAPIO) at its 2008 annual conference in San Diego. She was honored for her outstanding service to the public and her profession. Morris received the Paul B. Clark Award for her exceptional leadership, professional commitment and contributions in the public information field. “Heather is an exceptional person and well deserving of this award,” said CAPIO President Jenny Peterson.

Anne Aldrich, the City of Lancaster’s Communications Manager, received the top award given by the California Association of Public Information Officials (CAPIO) at its recent annual conference in South Lake Tahoe. She was honored for her outstanding service to the public and her profession. Aldrich received the Paul B. Clark Award for her exceptional leadership, professional commitment and contributions in the public information field.
2007 Paul B. Clark Award Winner – Linda Crabill Byrne

Linda Crabill Byrne currently serves as Community Relations Manager and PIO with the City of San Jose Department of Transportation. Formerly with the City Manager’s Communications Office, she transferred into the Transportation Department in 2002 to develop an innovative traffic safety education program for schools and neighborhoods called “Street Smarts.” The program addresses driver, pedestrian and bicyclist behavior in audiences of all ages.
2006 Paul B. Clark Award Winner – Thomas E. Robinson

Thomas E. Robinson, Community Services Director for the City of La Mirada, has been named winner of the 2006 Paul B. Clark Award by the California Association of Public Information Officials (CAPIO). The award recognizes exceptional service and career achievement by public communicators. Robinson accepted the award at the annual CAPIO training conference at which he was also a keynote speaker. A founding member of CAPIO, which is currently celebrating its 35th anniversary, Robinson was nominated by colleagues from other agencies.
2005 Paul B. Clark Award Winner – Brad Rovanpera

Brad Rovanpera was the first Public Information Officer for the City of Walnut Creek, where he served for 24 years until his retirement in August 2009. He became a member of CAPIO in 1986 and served the organization in a variety of capacities, including Secretary, First Vice President and Director-At-Large/Northern California. He also designed and managed CAPIO’s first website in 1998. A native of Walnut Creek, Brad is a 1976 graduate of San Francisco State University with a degree in journalism. He was formerly a reporter/editor for the Contra Costa Sun and Contra Costa Times (1976-1985).

Ann Erdman, PIO for the City of Pasadena and 2004 Paul B. Clark Award winner, has been named a lifetime member of CAPIO. Honored for more than 20 years of excellence in public information, Ann joins just 17 other members throughout California to have received the coveted Clark Award, named in the commemoration of CAPIO founder and former City of Carson PIO, Paul B. Clark, who passed away in 1987.
2003 Paul B. Clark Award Winner – Tom Manheim

The California Association of Public Information Officials (CAPIO) presented its top award of 2003 to Tom Manheim, Public Outreach Manager for the City of San José. The Paul B. Clark Award is a lifetime achievement award that recognizes outstanding contributions by one of its members in the field of public information. The award was presented to Manheim at CAPIO’s annual conference, held this year in San Diego. “Tom Manheim is being recognized for excellence in the field of public information,” stated Linda Crabill, CAPIO President.
2002 Paul B. Clark Award Winner – David Vossbrink

David Vossbrink has served as public information officer for local governments in the Bay Area for the past four decades, including big and small cities, a special district, and a major airport. David started his career as a community organizer helping poor people stand up for economic and environmental justice, and has served as communications director for the mayor of San José, America’s tenth largest city, to help develop, communicate, and carry out policies that strengthen neighborhoods and create vibrant communities.
2001 Paul B. Clark Award Winner – Mike Maxfield

Mike Maxfield began his local government public information career with the City of Brea in 1981. He joined the city’s media division fresh out of California State University, Fullerton with a B.A. degree in Communications. Working as an Audio/Visual Specialist, he wrote and produced more than 200 video programs for airing over the City’s government access channel.

Sheri Benninghoven, APR SAE Communications[/caption] Sheri Benninghoven brings a wealth of public affairs, corporate and high tech experience to her clients, having served in the worlds of agency, association and government public relations. She is principal of SAE Communications, a communications consultancy which helps public agencies develop communications, crisis and public involvement plans.
1987 Paul B. Clark Award Winner – Frank Blaszcak

Frank Blaszcak is a founding member of CAPIO. He served on the CAPIO Board of Directors for over ten years and during that era held nearly every post. Frank helped initiate the concept of the CAPIO awards program, the Paul Clark Achievement Award, and the annual conference. In 1987, he became a recipient of the Paul Clark Achievement Award, and in 2006 received the Founders Circle of Fame Award for Innovation. That same year, because of working for two years as a community organizer, the citizens of San Gabriel elected him to the city council.

CAPIO’s Paul B. Clark Award was created in 1985 to recognize outstanding contributions of one of its members to the field of public information. Paul B. Clark was the City of Carson’s public information officer, and a founder of Southern California Association of Public Information Officials (SCAPIO), the precursor organization to CAPIO. Mr. Clark died in 1985 and was presented the first award posthumously.
